Centar za sigurnosne studije (CSS) je, u saradnji sa Ministarstvom odbrane BiH i Centrom za integritet u odbrambenom sektoru (CIDS), organizirao okrugli stol „Unapređenje javnih nabavki odbrambeno-sigurnosnih ugovornih organa u Bosni i Hercegovini“, koji je održan 15.02.2018. godine u Domu Oružanih snaga BiH u Sarajevu.
Cilj okruglog stola je bio predstavljanje Prijedloga izmjena i dopuna Pravilnika o postupku dodjele ugovora u oblasti odbrane i sigurnosti, te upoznavanja učesnika sa postupcima izdavanja i provjera sigurnosnih dozvola, kao i procedura i propisa za izradu međunarodnih ugovora.
U radu okruglog stola učestovovali su predstavnici Agencije za javne nabavke BiH, NATO štaba BiH, EUFOR-a, Zajedničke komisije za odbranu i sigurnost Parlamentarne skupštine BiH, Agencije za prevenciju korupcije i koordinaciju borbe protiv korupcije, Regionalne antikorupcijske inicijative, Ministarstva sigurnosti, Obavještajno-sigurnosne agencije, policijskih agencija sa svih nivoa vlasti, Uprave za indirektno oporezivanje, kao i predstavnici Ministarstva odbrane i Oružanih snaga BiH.
Predstavnici Agencije za javne nabavke BiH prezentirali radni prijedlog Izmjena i dopuna Pravilnika o postupku dodjele ugovora u oblasti odbrane i sigurnosti, koji je izrađen zajedno sa predstavnicima odbrambeno-sigurnosnih ugovornih organa, CIDS-a i CSS-a.
Također, predstavnici Ministarstva sigurnosti BiH prezentirali su teme: “Opšti principi primjene Zakona o zaštiti tajnih podataka u postupcima javnih nabavki” i “Industrijska sigurnosna dozvola i provjera kompanija”, a predstavnik Uprave za indirektno oporezivanje BiH, prezentirao je najbolje prakse za izradu međunarodnih ugovora (procedure i propisi za oslobađanje, povrat ili izuzeće od poreza).

The Centre for Security Studies (CSS), in co-operation with the Ministry of Defence of BiH and the Centre for Integrity in the Defence Sector (CIDS), organized a roundtable “Improvement of Public Procurement Procedures of Defense and Security Sector Contracting Authorities in Bosnia and Herzegovina”, held on February 15, 2018 in the House of the Armed Forces of BiH in Sarajevo.
The aim was to present the draft Amendments to the Rulebook on the Procedure of the Awarding Contracts in Defense and Security and to acquaint participants with the procedures for issuing and verifying industrial security clearaces, as well as for the drafting of international treaties.
Representatives of the Public Procurement Agency of BiH, NATO HQ Sarajevo, EUFOR, the Joint Committee on Defence and Security of Bosnia and Herzegovina, the Agency for the Prevention of Corruption and Coordination of the Fight against Corruption, the Regional Anti-Corruption Initiative, the Ministry of Security of BiH, the Intelligence and Security Agency of BiH, police agencies from all levels of governance, the Indirect Taxation Authority of BiH, as well as representatives of the Ministry of Defence and the Armed Forces of BiH, participated in the roundtable discussion.
Representatives of the Public Procurement Agency of BiH presented the draft Amendments to the Rulebook on the Procedure of the Awarding Contracts in Defense and Security, which was drafted jointly with representatives of defense and security sector contracting authorities, CIDS and CSS.
Also, representatives of the Ministry of Security of BiH presented the topics: “General principles of application of the Law on Protection of Classified Information in Public Procurement Procedures” and “Industrial Security Licensing and Company Verification”, and representative of the Indirect Taxation Authority of Bosnia and Herzegovina, presented best practices for drafting international contracts (procedures and rules for tax returns and exeptions).
