U okviru inicijative „Žene i sigurnost? Prirodno, skroz!“, koju finansira Evropska unija, u aprilu su održana dva međusobno povezana događaja koja su dodatno otvorila prostor za razgovor o položaju žena u sektoru sigurnosti, kao i o prepoznavanju i suzbijanju rodno zasnovane diskriminacije u sigurnosnim institucijama u Bosni i Hercegovini. Prvi događaj održan je 8. aprila u Sarajevu i bio je posvećen predstavljanju ključnih nalaza studije o položaju žena u sektoru sigurnosti i odbrane u BiH, uz naglasak na aktuelne izazove, institucionalne prepreke i potrebu za daljim unapređenjem ravnopravnosti spolova u ovom području. Događaj je poslužio kao važna osnova za razmjenu stavova o tome kako osigurati snažniji i ravnopravniji pristup žena u sigurnosnom i odbrambenom sistemu.

Nadovezujući se na ta pitanja, 16. i 17. aprila, na Jahorini, održan je okrugli stol za rukovodioce policijskih struktura u Bosni i Hercegovini, posvećen temi suzbijanja rodno zasnovane diskriminacije u policiji. Tokom programa su razmatrani aktuelno stanje rodne ravnopravnosti u policijskim strukturama, pojavne forme diskriminacije na radnom mjestu, uključujući uznemiravanje na osnovu spola i seksualno uznemiravanje, kao i formalni i neformalni mehanizmi zaštite. Poseban akcenat stavljen je na obavezu institucija da aktivno sprečavaju i suzbijaju diskriminaciju, na značaj istraživanja i dokazivanja takvih slučajeva te na ulogu savjetodavnih mehanizama u prevenciji i odgovoru na seksualno uznemiravanje. Kroz diskusije i razmjenu iskustava dodatno je potvrđena potreba za dosljednim institucionalnim pristupom koji će doprinijeti sigurnijem, pravednijem i inkluzivnijem radnom okruženju za sve zaposlene u policijskim strukturama.

GESOSS BiH: From Research Findings to Action – Advancing Gender Equality in the Security Sector in Bosnia and Herzegovina

Within the initiative “Women and Security? Naturally, Completely!”, funded by the European Union, two interconnected events were held in April, further opening space for discussions on the position of women in the security sector, as well as on identifying and combating gender-based discrimination within security institutions in Bosnia and Herzegovina. The first event, held on April 8 in Sarajevo, was dedicated to presenting the key findings of a study on the position of women in the security and defence sector in BiH, with a focus on current challenges, institutional barriers, and the need for further advancement of gender equality in this field. The event served as an important platform for exchanging views on how to ensure a stronger and more equal participation of women in the security and defence system.

Building on these discussions, on April 16 and 17, a roundtable for senior police officials in Bosnia and Herzegovina was held in Jahorina, focusing on combating gender-based discrimination within the police. The programme addressed the current state of gender equality in police structures, various forms of workplace discrimination, including gender-based harassment and sexual harassment, as well as formal and informal protection mechanisms. Particular emphasis was placed on the obligation of institutions to actively prevent and combat discrimination, the importance of investigating and proving such cases, and the role of advisory mechanisms in preventing and responding to sexual harassment. Through discussions and the exchange of experiences, the need for a consistent institutional approach was further reaffirmed, one that contributes to a safer, fairer, and more inclusive working environment for all employees within police structures.

The initiative “Women and Security? Naturally, Completely!” is funded by the European Union and implemented by CSS as the lead organization, in cooperation with its partner organizations: the „Women’s Police Network“ Association (Sarajevo, BiH), and the Centre for European Security Studies (Groningen, Netherlands).
