U utorak, 30. juna 2026. godine, Centar za sigurnosne studije (CSS) održao je forum „Politički lideri za mir i sigurnost“ u Mostaru za predstavnike političkih stranaka i drugih društvenih aktera o UN Rezoluciji 1325 „Žene, mir i sigurnost“ te položaju žena u Bosni i Hercegovini. Forum je organiziran u sklopu inicijative „Žene i sigurnost? Prirodno, skroz!“ koju finansira Evropska unija.

U uvodnim obraćanjima, učesnicima foruma se obratio Benjamin Plevljak, generalni sekretar CSS, predstavljajući inicijativu te ukazujući na važnost lokalizacije diskusija i implementacije UN Rezolucije 1325. Kako je istakao, nužnost lokalizacije polazi od činjenice da se svakodnevni život građana i građanki, kao i većina sigurnosnih izazova, odvijaju na nivou lokalnih zajednica. U tom kontekstu, naglasio je da efikasna primjena principa Rezolucije zahtijeva aktivno uključivanje žena u procese donošenja odluka na lokalnom nivou, kako bi sigurnosne politike i mjere odgovarale stvarnim potrebama zajednica i osigurale inkluzivnije i održivije upravljanje sigurnošću.

Nakon uvodnih obraćanja, učesnici foruma imali su priliku pogledati dokumentarni film „Žene u policiji: Prednost koju trebamo“, a koji je nastao u okviru prethodno implementiranog CSS projekta „Policija i poštivanje ljudskih prava u BiH“, također finansiranog od Evropske unije. Dokumentarni film, nastao 2021. godine, govori o statusu i položaju žena u policijskim strukturama, ukazujući, između ostalog, na nedovoljnu zastupljenost žena na pozicijama odlučivanja, stanje koje je ostalo isto i nakon pet godina od nastanka filma.

Centralni dio događaja, koji je u fokus stavio diskusiju o UN Rezoluciji 1325 „Žene, mir i sigurnost“, moderirale su predstavnice UN Women u Bosni i Hercegovini, gđa Maja Tursunović i gđa Anesa Muhović. Nakon upoznavanja s temeljnim stubovima Rezolucije – učešće, zaštita, prevencija te pomoć i oporavak, učesnici su podijeljeni u tri grupe, sa zadatkom da osmisle po jednu provodivu mjeru u oblasti učešća i sigurnosti žena te lokalizacije mjera iz Agende „Žene, mir i sigurnost“. Jedna od preporučenih mjera u oblasti sigurnosti odnosi se na uspostavljanje policijskih stanica u rubnim područjima Grada Mostara.

Da je forum polučio dobre ishode pokazuju rezultati ulaznih i izlaznih testova. Povećani su znanje i svijest o UN Rezoluciji 1325 „Žene, mir i sigurnost“ za skoro 20%, što ukazuje na doprinos naše inicijative „Žene i sigurnost? Prirodno, skroz!“ unapređenju razumijevanja rodne dimenzije sigurnosti i važnosti aktivnog uključivanja žena u procese donošenja odluka.

Podsjećamo, inicijativu „Žene i sigurnost? Prirodno, skroz!“ finansira Europska unija, a implementiraju CSS, kao glavni nosilac, te partnerske organizacije: Udruženje Mreža policijskih službenica (Sarajevo, BiH) i Centar za europske sigurnosne studije (Groningen, Nizozemska).

GESOSS BiH: Forum “Political Leaders for Peace and Security” on UNSC Resolution 1325 held in Mostar

On Tuesday, 30 June 2026, the Centre for Security Studies (CSS) held the forum “Political Leaders for Peace and Security” in Mostar for representatives of political parties and other social stakeholders, focusing on UN Security Council Resolution 1325 “Women, Peace and Security” and the position of women in Bosnia and Herzegovina. The forum was organised within the framework of the initiative “Women and Security? Naturally, Completely!” funded by the European Union.

In the opening remarks, participants were addressed by Benjamin Plevljak, Secretary General of CSS, who presented the initiative and highlighted the importance of localising discussions and implementing UN Security Council Resolution 1325. He emphasised that the need for localisation stems from the fact that everyday life of citizens, as well as most security challenges, take place at the level of local communities. In this context, he stressed that the effective implementation of the Resolution requires the active involvement of women in decision-making processes at the local level, in order to ensure that security policies and measures respond to the real needs of communities and enable more inclusive and sustainable security governance.

Following the opening remarks, participants had the opportunity to watch the documentary film “Women in Policing: The Advantage We Need”, produced within the previously implemented CSS project “The police and the respect for human rights in BiH”, also funded by the European Union. The documentary, produced in 2021, addresses the status and position of women in police structures, highlighting, among other issues, the insufficient representation of women in decision-making positions – a situation that has remained unchanged five years after the film was made.

The central part of the event, which focused on the discussion of UN Security Council Resolution 1325 “Women, Peace and Security”, was moderated by representatives of UN Women in Bosnia and Herzegovina, Ms. Maja Tursunović and Ms. Anesa Muhović. After being introduced to the four pillars of the Resolution – participation, protection, prevention, and relief and recovery – participants were divided into three groups and tasked with designing one feasible measure in the areas of women’s participation and security, as well as the localisation of measures from the Women, Peace and Security Agenda. One of the proposed measures in the field of security referred to the establishment of police stations in the peripheral areas of the City of Mostar.

The forum demonstrated positive outcomes, as shown by the results of pre- and post-tests. Knowledge and awareness of UN Security Council Resolution 1325 “Women, Peace and Security” increased by nearly 20%, which confirms the contribution of our initiative “Women and Security? Naturally, Completely!” to improving understanding of the gender dimension of security and the importance of the active inclusion of women in decision-making processes.

The initiative “Women and Security? Naturally, Completely!” is funded by the European Union and implemented by CSS as the lead organization, in cooperation with its partner organizations: the „Women’s Police Network“ Association (Sarajevo, BiH), and the Centre for European Security Studies (Groningen, Netherlands).
