Od 5-7. decembra 2017. godine u Konjicu, Centar za sigurnosne studije je u okviru projekta “Izgradnja integriteta i jačanje anti-korupcijskih praksi u sektoru sigurnosti – ACroSS” koji finansijski podržava Evropska unija, a u saradnji sa Agencijom za javne nabavke Bosne i Hercegovine i norveškim Centrom za integritet u sektoru odbrane, organizirao radionicu na temu “Prijedlog nacrta Izmjena i dopuna Pravilnika o postupku dodjele ugovora u oblasti odbrane i sigurnosti ”.
Uzimajući u obzir da većina ugovornih organa koji primjenjuju Pravilnik o ugovaranju iz oblasti odbrane i sigurnosti ima iste ili slične poteškoće, cilj radionice je bio izrada prijedloga nacrta Izmjena i dopuna Pravilnika za rješavanje istih, čime bi se unaprijedio sam proces javnih nabavki.
Učesnici radionice su bili predstavnici institucija sektora odbrane i sigurnosti svih nivoa vlasti. Skup su vodili gđa Sanja Ćubela, pomoćnica direktora Agencije za javne nabavke BiH, gđa Anela Duman, ekspert za javne nabavke Centra za integritet u sektoru odbrane, i Sanjin Hamidičević, projekt koordinator Centra za sigurnosne studije.
U narednom periodu planira se nastavak aktivnosti na daljnjem unapređenju sistema javnih nabavki u sektoru za odbranu i sigurnost kroz zajedničko djelovanje Agencije za javne nabavke BiH, institucija sektora sigurnosti, Centra za integritet u sektoru odbrane, Regionalne anti-korupcijske inicijative i Centra za sigurnosne studije.
On December 5-7, 2008, in Konjic, the Centre for Security Studies within the project “Building Integrity and Strengthening Anti-Corruption Practices in the Security Sector – ACROSS”, financially supported by the European Union, and in cooperation with the Public Procurement Agency of BiH and the Norwegian Centre for Integrity in the Defence Sector organized a workshop on „Drafting a proposal of amendments to the Rules of contracting in the sector of defence and security“.
Taking into account that most contracting authorities applying the Rules of contracting in the sector of defense and security have the same or similar difficulties, the workshop’s aim was to draft the amendments to the Rules to resolve them, thus improving the procurement process.
Workshop participants were representatives of defense and security sector institutions at all levels of government. The workshop was led by Ms Sanja Ćubela, Assistant Director of the Public Procurement Agency of BiH, Ms Anela Duman, Public Procurement Expert at the Centre for Integrity in the Defence Sector, and Sanjin Hamidičević, Project Coordinator of the Centre for Security Studies.
In the forthcoming period, further improvement of the public procurement system in the defense and security sector through the joint activities of the Public Procurement Agency of BiH, security sector institutions, the Centre for Integrity in the Defence Sector, the Regional Anti-Corruption Initiative and the Centre for Security Studies are planned.
