Danas je u Sarajevu Centar za sigurnosne studije (CSS) predstavio rezultate istraživanja o radu šest odbora za žalbe građana na rad policijskih službenika u Bosni i Hercegovini u periodu 2022–2025. Istraživanje je realizovano u okviru projekta PRAVA – Protecting Rights through Awareness and Accountability, koji implementira CSS uz finansijsku podršku Fonda za lokalne inicijative Kanade.
Uvodnim obraćanjima, učesnicima konferencije su se obratili dr. Denis Hadžović, predsjednik CSS-a, i g. Mirsad Čamdžić, predsjednik Komisije za zaštitu ljudskih prava i sloboda Zastupničkog doma Parlamenta Federacije BiH, nakon čega je rezultate istraživanja predstavio g. Damir Tandara, istraživač CSS-a. Učesnici konferencije bili su predstavnici odbora za žalbe građana, policijskih agencija, akademske zajednice, nevladinog sektora i međunarodne zajednice, što je omogućilo široku i konstruktivnu diskusiju o stanju i unapređenju mehanizama civilnog nadzora nad radom policije.
Istraživanje je pokazalo da je u analiziranom periodu svega 10% zaprimljenih žalbi ocijenjeno osnovanim, dok je 7% rezultiralo sankcijama za policijske službenike nakon provedenih internih postupaka. Direktor CSS-a, dr. Denis Hadžović, istakao je da je broj zaprimljenih žalbi nesrazmjeran broju utvrđenih nepravilnosti i izrečenih sankcija.
Bosna i Hercegovina trenutno ima ukupno 11 odbora za razmatranje žalbi na rad policije, uspostavljenih na različitim nivoima vlasti. Međutim, istraživanje ističe značajne razlike u njihovoj organizaciji i institucionalnom položaju, što utiče na efikasnost i transparentnost ovih mehanizama. CSS stoga preporučuje ujednačavanje organizacije odbora, jačanje njihove nezavisnosti i dodatne aktivnosti na informisanju građana o dostupnim kanalima zaštite njihovih prava.
Cilj ovih mehanizama je unapređenje vladavine prava, povećanje transparentnosti rada policijskih institucija i jačanje povjerenja građana u sigurnosni sektor. Građani moraju imati efikasan i nezavisan mehanizam zaštite svojih prava u slučajevima eventualnog prekoračenja ili zloupotrebe ovlasti policijskih službenika, dok policija ima pravo na legitimnu upotrebu sile u skladu sa zakonom.
Ova inicijativa predstavlja značajan korak ka jačanju demokratije i odgovornosti u oblasti sigurnosti, te doprinosi osnaživanju građana da koriste dostupne pravne mehanizme i aktivno učestvuju u procesima nadzora nad radom policije.

PRAVA – Protecting Rights through Awareness and Accountability: CSS Presented Research Results on the work of Citizens’ Complaint Committees in BiH!
Today in Sarajevo, the Center for Security Studies (CSS) presented the results of research on the work of six citizen complaint boards overseeing the conduct of police officers in Bosnia and Herzegovina during the period 2022–2025. The research was conducted within the framework of the PRAVA – Protecting Rights through Awareness and Accountability project, implemented by CSS with financial support from the Canada Fund for Local Initiatives.
In their opening remarks, Dr. Denis Hadžović, President of CSS, and Mr. Mirsad Čamdžić, President of the Commission for the Protection of Human Rights and Freedoms of the House of Representatives of the Federation of BiH, addressed the attendees, after which the research results were presented by Mr. Damir Tandara, CSS researcher. The conference was attended by representatives of the complaint boards, police agencies, the academic community, civil society organizations, and the international community, enabling a broad and constructive discussion on the current state and improvement of civilian oversight mechanisms over police work.
The research showed that only 10% of received complaints were found to be justified, while 7% resulted in sanctions against police officers following internal procedures. Dr. Denis Hadžović emphasized that the number of complaints received is disproportionate to the number of confirmed violations and imposed sanctions.
Currently, Bosnia and Herzegovina has a total of 11 boards for reviewing citizen complaints against police conduct, established at different levels of government. However, the research highlights significant differences in their organization and institutional status, affecting the effectiveness and transparency of these mechanisms. CSS therefore recommends standardizing the organization of boards, strengthening their independence, and further informing citizens about available channels for protecting their rights.
The goal of these mechanisms is to improve the rule of law, increase transparency in police work, and strengthen citizens’ trust in the security sector. Citizens must have an effective and independent mechanism for protecting their rights in cases of potential abuse or exceeding of police powers, while police officers have the right to legitimate use of force in accordance with the law.
This initiative represents an important step toward strengthening democracy and accountability in the field of security, contributing to empowering citizens to use available legal mechanisms and actively participate in oversight processes of police work.
