Zvanično je otpočeo projekat „PRAVA – Protecting Rights through Awareness and Accountability“, a kojeg finansira Fond za lokalne inicijative Kanade (CFLI).
Projekat „PRAVA“ ima za cilj podizanje svijesti među građankama i građanima BiH o mehanizmima za zaštitu njihovih prava i sloboda koji su im zagarantovani Ustavom BiH, Evropskom konvencijom o zaštiti ljudskih prava i sloboda, drugim zakonima BiH te međunarodnim ugovorima i sporazumima koje je BiH potpisala i ratifikovala. Kao garant zaštiti navedenih prava i sloboda te mehanizam koji djeluje u cilju stvaranja sigurnog društva u kojem je ostvarivanje istih moguće, djeluje izvršna grana vlasti, odnosno policijske strukture u BiH.
Ostvarivanjem svojih, zakonom propisanih ovlaštenja, policijski službenici osiguravaju red, mir, stabilnost i sigurnost unutar jednog društva i rade u službi građana. Međutim, postavlja se pitanje koji je zaštitni mehanizam onda kada policijske ovlasti budu prekoračene ili zloupotrijebljene od policijskih službenika? To pitanje za sobom povlači i druga, poput:
- Koja su policijska ovlaštenja propisana zakonom?
- Kada dolazi do prekoračenja ili zloupotrebe policijskih ovlaštenja?
- Kome i na koji način građani mogu uložiti žalbu na postupanje policijskih službenika?
Istraživanje, koje će biti sprovedeno u sklopu našeg projekta, poslužit će kao osnova za izradu smjernica za podnošenje žalbi na rad policijskih službenika na svim nivoima vlasti u BIH. Naime, smjernice će sadržavati policijska ovlaštenja te jasno opisan način i proceduru podnošenja žalbe kako ista ne bi bila odbačena usljed nedostataka i/ili nepravilnosti pri podnošenju. Pored podizanja građanske svijesti, projekat će, kroz analizu podnesenih prijava i odbačenih žalbi, ustanoviti koje su najčešće nepravilnosti pri njihovom podnošenju. Iz svega navedenog, projekat „PRAVA“ nastoji pomoći u razvoju boljih odnosa između policijskih službenika i zajednica u kojima služe, što je temelj povjerenja građana u policijske agencije te bitan uslov za uspješan odgovor na savremene sigurnosne izazove.

PRAVA – Protecting Rights through Awareness and Accountability
The project “PRAVA – Protecting Rights through Awareness and Accountability” has been officially launched, funded by the Canada Fund for Local Initiatives (CFLI).
The aim of the “PRAVA” project is to raise awareness among the citizens of Bosnia and Herzegovina about the mechanisms available for the protection of their rights and freedoms, as guaranteed by the Constitution of BiH, the European Convention on Human Rights, other BiH laws, as well as international treaties and agreements that BiH has signed and ratified. The executive branch of government, specifically the police structures in BiH, acts as the guarantor of the protection of these rights and freedoms and as a mechanism that operates to create a safe society in which the realization of such rights is possible.
By exercising their legally prescribed powers, police officers ensure order, peace, stability, and security within a society, and serve its citizens. However, the question arises: what protective mechanism exists when police powers are exceeded or abused by police officers? This question also raises others, such as:
• What police powers are prescribed by law?
• When does the exceeding or abuse of police powers occur?
• To whom and how can citizens submit a complaint regarding the conduct of police officers?
The research that will be conducted as part of our project will serve as the basis for developing guidelines for submitting complaints about the conduct of police officers at all levels of government in BiH. These guidelines will include an overview of police powers, along with a clearly described process and procedure for filing a complaint so that it is not dismissed due to omissions and/or irregularities in submission.
In addition to raising civic awareness, the project will, through the analysis of submitted reports and dismissed complaints, identify the most common mistakes made during the complaint process. Based on all of the above, the “PRAVA” project seeks to support the development of improved relationships between police officers and the communities they serve, which is a foundation for building public trust in police agencies and a key prerequisite for an effective response to modern security challenges.
