Centar za sigurnosne studije jučer je, u Sarajevu, predstavio nalaze naučnog istraživanja „Perspektive cyber sigurnosti u BiH“. Istraživanje je realizovano u okviru projekta „Procjena budućih trendova organiziranog kriminaliteta u BiH – OCASSESS BiH“, a koji je podržan kroz MATRA program Vlade Kraljevine Nizozemske.

Konferencija je okupila predstavnike policijskog sektora i pravosuđa, s različitih nivoa vlasti u BiH, akademske i međunarodne zajednice. U riječima dobrodošlice, učesnicima su se obratili predsjednik Centra za sigurnosne studije, gospodin dr. sc. Denis Hadžović, viši službenik za sigurnost i stabilnost Ambasade Kraljevine Nizozemske u BiH, gospodin Rešad Trbonja, te policijski komesar Uprave policije MUP-a ZDK, gospodin Admir Gazić, svi ukazujući na prvorazrednu važnost razmatranja i diskusije o kibernetičkoj sigurnosti.

Ovo istraživanje je pionirsko u BiH, zbog primjene metode horizont skeniranja, koja omogućava otkrivanje, analizu i suzbijanje modernih prijetnji u oblasti organiziranog kriminaliteta, a koju je detaljnije učesnicima predstavio generalni sekretar Centra za sigurnosne studije, g. Benjamin Plevljak. Nalaze naučnog istraživanja predstavili su ostali članovi istraživačkog tima, potpredsjednica Centra za sigurnosne studije, gđa Aida Kržalić i istraživač Centra za sigurnosne studije, g. Damir Tandara. Ključna poruka je da, uprkos sve učestalijim kibernetičkim napadima u BiH, zemlja ostaje ranjiva i sve izloženija prevashodno zbog nedostatka političke volje da se ovom aspektu sigurnosti države, društva i građana posveti adekvatna pažnja.

Posebna pažnja posvećena je sve složenijim i opasnijim pojavnim oblicima kibernetičkih napada te organizovanim grupama koje vrše ove napade na globalnom nivou. Također, problematizirana je i sve veća upotreba umjetne inteligencije, koju napadači koriste za primjenu složenih taktika napada, čime otežavaju detekciju i istragu istih.

Tokom diskusije, učesnici konferencije iskazali su značaj i svrsishodnost istraživanja, koje je ujedno i rezultat saradnje civilnog društva, sigurnosnih institucija i akademske zajednice u adresiranju ovog aspekta sigurnosti sa sve izraženijim implikacijama i u funkcionisanju organiziranih kriminalnih grupa.

 


OCASSESS BiH Project: Research findings about perspectives of cybersecurity in BiH, presented!

The Center for Security Studies yesterday, in Sarajevo, presented the findings of the scientific research “Perspectives of Cyber Security in BiH.” The research was carried out within the framework of the project “Assessment of Future Trends of Organized Crime in BiH – OCASSESS BiH”, which is supported through the MATRA Programme of the Government of the Kingdom of the Netherlands.

The conference gathered representatives of the police sector and the judiciary, from different levels of government in BiH, the academic and international community. In the welcoming remarks, the participants were addressed by the president of the Center for Security Studies, Mr. Dr. Denis Hadžović, senior officer for security and stability of the Embassy of the Kingdom of the Netherlands in BiH, Mr. Rešad Trbonja, and police commissioner of the Police Administration of the Ministry of Interior of Zenica-Doboj Canton, Mr. Admir Gazić, all pointing out the prime importance of considering and discussing cyber security.

This research is pioneering in BiH, due to the application of the horizon scanning method, which enables the detection, analysis, and suppression of modern threats in the area of organized crime, and which was presented in more detail to the participants by the Secretary General of the Center for Security Studies, Mr. Benjamin Plevljak. The findings of the scientific research were presented by the other members of the research team, the Vice President of the Center for Security Studies, Mrs. Aida Kržalić, and the researcher of the Center for Security Studies, Mr. Damir Tandara. The key message is that, despite increasingly frequent cyber attacks in BiH, the country remains vulnerable and increasingly exposed primarily due to the lack of political will to devote adequate attention to this aspect of the security of the state, society, and citizens.

Special attention was given to increasingly complex and dangerous manifestations of cyber attacks and to organized groups that carry out these attacks on a global level. Also, the increasing use of artificial intelligence was problematized, which attackers use to apply complex attack tactics, thereby making detection and investigation more difficult.

During the discussion, the conference participants expressed the importance and purposefulness of the research, which is also the result of cooperation between civil society, security institutions, and the academic community in addressing this aspect of security with increasingly pronounced implications in the functioning of organized criminal groups.
