U okviru inicijative „Žene i sigurnost? Prirodno, skroz“, koju finansira Evropska unija, 18. i 19. decembra 2025. godine, u Konjicu, održan je trening za savjetnike/ce za prevenciju seksualnog uznemiravanja i uznemiravanja na osnovu spola te kontakt osobe za ravnopravnost spolova u policijskim strukturama u BiH.

U uvodnim obraćanjima, učesnicima/ama su se obratili dr. sc. Denis Hadžović, predsjednik Centra za sigurnosne studije, te gospođa Aida Caca, predstavnica partnerske organizacije Udruženje „Mreža policijskih službenica“. Prisutni/e su se detaljnije upoznali/e o samoj inicijativi, koja u fokusu ima UN Rezoluciju 1325 „Žene, mir i sigurnost“, kao i o programu rada dvodnevnog treninga.

Tokom prvog dana, predstavljen je rad Udruženja „Mreža policijskih službenica“ te je razgovarano o trenutnom stanju rodne ravnopravnosti u policijskim strukturama i rodno zasnovanoj diskriminaciji na radnom mjestu. Također, polaznici/ce su upoznati/e i s pojmovnim određenjima spola i roda, rodnim stereotipima i predrasudama kao uzrocima diskriminacije na osnovu spola. Prvi dan treninga završen je grupnim radom u kojem su učesnici/ce identificirali/e rodne stereotipe i predrasude na svojim radnim mjestima.

Drugi dan treninga tretirao je pitanja rodno zasnovane diskriminacije na radnom mjestu, mehanizama zaštite od nje te njenog istraživanja i dokazivanja. Kao i prethodnog dana, događaj je zaključen grupnim radom, gdje su učesnici/ce identificirali/e i diskutirali/e o slučajevima rodno zasnovane diskriminacije na radnom mjestu. Po završetku, pristupljeno je provjeri stečenog znanja, evaluaciji treninga te su prisutnima dodijeljeni certifikati o uspješno apsolviranom treningu.

Uporedna analiza ulaznog i izlaznog testiranja pokazuje da je trening rezultirao značajnim povećanjem znanja učesnika. Prosječan rezultat porastao je za gotovo 21%, pri čemu su učesnici na završnom testu ostvarili preko 93% maksimalno mogućeg broja bodova.

Pored mjerljivog porasta znanja, učesnici/ce su kroz evaluaciju treninga istakli/e i visok stepen zadovoljstva sadržajem i pristupom radu. Posebno je naglašena praktična vrijednost treninga u kontekstu prevencije i suzbijanja seksualnog uznemiravanja i uznemiravanja na osnovu spola, pri čemu je jedan od učesnika istakao da je ovaj trening ‘nešto najbolje što se može uraditi za zaustavljanje seksualnog uznemiravanja i uznemiravanja na osnovu spola’.“

GESOSS BiH: Training Held for Advisors and Gender Equality Focal Points in Police Structures in Bosnia and Herzegovina

As part of the initiative “Women and Security? Naturally, Completely!”, funded by the European Union, a training for advisors on the prevention of sexual harassment and gender-based harassment, as well as gender equality focal points in police structures in Bosnia and Herzegovina, was held in Konjic on 18 and 19 December 2025.

In the opening addresses, participants were welcomed by Dr Denis Hadžović, President of the Centre for Security Studies, and Ms Aida Caca, representative of the partner organisation, the „Women’s Police Network“ Association. Participants were introduced in more detail to the initiative itself, which focuses on UN Security Council Resolution 1325 “Women, Peace and Security”, as well as to the agenda of the two-day training programme.

During the first day, the work of the „Women’s Police Network“ Association was presented, followed by discussions on the current state of gender equality within police structures and gender-based discrimination in the workplace. Participants were also introduced to key concepts related to sex and gender, as well as gender stereotypes and prejudices as root causes of gender-based discrimination. The first day of the training concluded with group work in which participants identified gender stereotypes and prejudices present in their respective workplaces.

The second day of the training addressed issues of gender-based discrimination in the workplace, available protection mechanisms, and procedures for investigating and proving such cases. As on the previous day, the programme concluded with group work, during which participants identified and discussed specific cases of gender-based discrimination in the workplace. Upon completion of the training, participants undertook a knowledge assessment and training evaluation, after which certificates of successful completion were awarded.

A comparative analysis of the entry and exit tests indicates that the training resulted in a significant increase in participants’ knowledge. The average score increased by nearly 21%, with participants achieving over 93% of the maximum possible score on the final test.

In addition to the measurable increase in knowledge, participants also expressed a high level of satisfaction with both the content of the training and the methodological approach used. Particular emphasis was placed on the practical value of the training in the context of preventing and combating sexual harassment and gender-based harassment. One participant highlighted that this training was “one of the best measures that can be taken to stop sexual harassment and gender-based harassment.”

The initiative “Women and Security? Naturally, Completely!” is funded by the European Union and implemented by CSS as the lead organization, in cooperation with its partner organizations: the „Women’s Police Network“ Association (Sarajevo, BiH), and the Centre for European Security Studies (Groningen, Netherlands).
