U utorak i srijedu, 24. i 25. juna 2025. godine, u sklopu inicijative „Žene i sigurnost? Prirodno, skroz“, koju finansira Evropska unija, održan je prvi od ukupno tri treninga o rodno zasnovanoj diskriminaciji i seksualnom uznemiravanju. Polaznice treninga bile su mlađe policijske službenice iz gotovo svih policijskih agencija u BiH, odnosno nove članice partnerske organizacije Udruženje „Mreža policijskih službenica“. Kroz uvodna obraćanja, učesnice su se upoznale sa programom i sadržajem obuke, nakon čega su pristupile ulaznom testu sastavljenom od 16 pitanja, na kojem su ostvarile prosječnu ocjenu 10.00.

Prvi dan treninga je bio usmjeren ka upoznavanju s osnovnim pojmovima koji uređuju oblast ravnopravnosti spolova, zakonskom okviru koji uređuje pomenuto pitanje u BiH te je, također, izvršen pregled stanja u BiH. Nakon teorijskog dijela, učesnice su započele rad u grupama s ciljem targetiranja rodnih stereotipa koje prepoznaju na radnom mjestu u policijskim organima.

Fokus drugog dana treninga je bio na grupnom radu i zajedničkoj diskusiji, koji su uslijedili nakon sesije o mehanizmima zaštite od diskriminacije. Kroz diskusiju, učesnice su govorile o prijavama slučajeva seksualnog uznemiravanja, ishodima prijava i načinima za prevenciju. Nakon grupnog rada, prezentovani su misija i vizija organizacije Udruženja „Mreža policijskih službenica“ te značaj ženskog aktivizma i aktivnosti na suzbijanju rodno zasnovane diskriminacije i seksualnog uznemiravanja.

Trening je završen evaluacijom obuke, izlaznim testom i dodjelom certifikata, a da je grupni rad aktivnost koja je bila najznačajnija za učesnice pokazuje i izjava jedne od učesnica:

„Najkorisnije su bile diskusije i primjeri drugih kolegica, jer je lakše shvatiti da nisi jedina kojoj se to događa i koja se tako osjeća te da i druge policijske agencije prolaze kroz isto.“

Navedeno ukazuje i na činjenicu da se radi o široko rasprostranjenom i zastupljenom problemu u policijskim agencijama u BiH. Prosječna ocjena izlaznog testa koju su učesnice ostvarile jeste 13.08 (povećanje od 3.08 u odnosu na ulazni test), što pokazuje plodonosnu obuku i usvanjanje novih znanja. Ova obuka je još jednom pokazala važnost rada na rješavanju problema rodne diskriminacije i seksualnog uznemiravanja, ne samo u policijskim agencijama u BiH, već i u cijelom bosanskohercegovačkom društvu.

GESOSS BiH – Police Officers Against Silence: First Training on Gender Discrimination and Sexual Harassment Held

On Tuesday and Wednesday, 24th and 25th of June 2025, within the initiative “Women and Security? Naturally, Completely!”, financed by the European Union, the first of a total of three trainings on gender-based discrimination and sexual harassment was held. The participants of the training were younger female police officers from almost all police agencies in BiH, that is, new members of the partner organization the „Women’s Police Network“ Association. Through introductory speeches, the participants got acquainted with the program and content of the training, after which they took an entry test consisting of 16 questions, on which they achieved an average score of 10.00.

The first day of the training was focused on familiarization with basic terms regulating the field of gender equality, the legal framework that regulates the mentioned issue in BiH, and a review of the situation in BiH was also carried out. After the theoretical part, the participants started group work with the aim of targeting gender stereotypes they recognize in the workplace in police bodies.

The focus of the second day of the training was on group work and joint discussion, which followed after the session on protection mechanisms against discrimination. Through discussion, the participants spoke about reporting cases of sexual harassment, the outcomes of the reports, and ways of prevention. After group work, the mission and vision of the „Women’s Police Network“ Association were presented, as well as the importance of women’s activism and activities on combating gender-based discrimination and sexual harassment.

The training ended with an evaluation of the training, an exit test, and the awarding of certificates, and that group work was the activity most important for the participants is also shown by the statement of one of the participants:

“The most useful were the discussions and examples of other colleagues, because it’s easier to understand that you’re not the only one this is happening to and who feels that way, and that other police agencies go through the same.”

This also indicates the fact that it is a widespread and present problem in police agencies in BiH. The average score of the exit test achieved by the participants was 13.08 (an increase of 3.08 compared to the entry test), which shows fruitful training and adoption of new knowledge. This training once again showed the importance of working on solving the problem of gender discrimination and sexual harassment, not only in police agencies in BiH, but also in the entire Bosnian-Herzegovinian society.

The initiative “Women and Security? Naturally, Completely!” is funded by the European Union and implemented by CSS as the lead organization, in cooperation with its partner organizations: the „Women’s Police Network“ Association (Sarajevo, BiH), and the Centre for European Security Studies (Groningen, Netherlands).
